Confusing Snickers

I keep an eye on various ad campaigns and like watching new ones rolling out.

The 'Marketing' Tab on my Feedly account is full every morning.

Today, I'm confused by an ad for Snickers (see below), I'm not sure that they are saying if you're hungry that you say inappropriate things and that these construction workers are proof of that. OR, are they saying that if you had a Snickers that you would say the right things? It's a weak publicity stunt and ad at best.
